Professor Kingsley Moghalu, the Vice-Chancellor of the African School of Governance (ASG) University, has been appointed to the Board of Directors of the International Security Conference on Africa (ISCA), a new international organization.
Headquartered in Kigali, Rwanda, ISCA aims to facilitate dialogue, research, and collaboration to address security challenges hindering Africa’s development.
These challenges include terrorism, cyber security, identity and marginalization of populations, inter- and intra-state conflicts, and the implications of foreign military bases on the continent.

The organization also addresses the operations of private military companies, and the exploitation of Africa’s critical strategic minerals.
The ISCA Board of Directors includes Clotilde Mbaranga Gasarabwe (Chairman), a former Assistant Secretary-General of the United Nations for Security Services; Lt. Gen. Balla Keita, former Force Commander of the United Nations Multidimensional Integrated Stabilisation Mission in the Central African Republic (MINUSCA);Frederick Golooba-Mutebi, former Executive Director of the Makerere Institute for Social Research at Makerere University; and Dr. Richard Sezibera, former Minister of Foreign Affairs of Rwanda.
Lt. Gen. Frank Kamanzi, former Force Commander of the United Nations Mission in South Sudan, serves as the Executive Secretary of ISCA.
ISCA held its inaugural international conference in Kigali from May 19-20.
Rwandan President Paul Kagame opened the conference as the Guest of Honour, while Moussa Faki, former Chairman of the African Union Commission and Chairman of the ISCA Advisory Council, was the guest speaker.
Panelists at the conference discussed crucial topics such as the implications of foreign military bases for African sovereignty, strengthening Africa’s bargaining power in the global order, and countering the growing threats of terrorism.
Other subjects included Africa’s position in the geo-economic competition for critical raw materials and associated supply chain warfare, and the role of private military contractors.
A key message from the conference was that Africa “must control our critical minerals and use it to demand a place at the table.”
Professor Moghalu participated as a panelist on the critical raw material and supply chain warfare panel, alongside notable figures including Dr.
Donald Kaberuka, former President of the African Development Bank; the Chairman of the Rwanda Atomic Energy Board and former Prime Minister of Burkina Faso; and Dr. Andrew Maslov, Director of the Center for African Studies at HSE University in Moscow, Russia.
Addressing an international audience of military generals, diplomats, scholars, and intelligence chiefs, Moghalu stressed that Africa must earn its place on the global stage, as no one would grant it simply out of benevolence or a sense of justice.
