NBA Drags IG To Court Over Tinted-Glass Permit Policy

The Nigerian Bar Association (NBA) has filed a lawsuit in the Federal High Court challenging the Inspector-General of Police (IGP)’s “tinted-glass permit policy,” calling it “unlawful” and an infringement on citizens’ “fundamental rights.”

The NBA had condemned the policy at its National Executive Council meeting on August 23 and resolved to challenge it.

The NBA, through the Chairman of its Section on Public Interest and Development Law (SPIDEL), Prof Paul Ananaba (SAN), has raised several concerns about the policy.

The association alleges that fees for the permits are being paid into a “private account” rather than the Federation Account, raising transparency issues.

The NBA also alleged that there have already been “several reported cases of harassment and extortion of citizens by the policemen in checkpoint duty on the basis of this same policy,” despite its official enforcement date being extended to October 2.

The group is questioning the legal foundation of the policy, which appears to be based on a 1991 military decree, arguing that it may not be “reasonably justifiable in a democratic society.”

The NBA filed the public interest suit on Wednesday, September 2, 2025. Ananaba urged the police to suspend enforcement of the policy pending the court’s ruling.
