Former PSC Chairman And Commissioner Of Police Who Led Operations For The Arrest Of Notorious Armed Robber, Lawrence Aninih Is Dead

Deputy Inspector General (DIG) Perry Osayande (rtd), a former chairman of the Police Service Commission (PSC), passed away in the early hours of Sunday.

He would have turned 89 on Monday.

The news was confirmed by the President of the Immaculate Conception College Old Boys’ Association (ICCOBA) Worldwide, Ighodalo Edetanlen, and by one of his closest aides, former Lagos Commissioner (CP) Fatai Owoseni (rtd).

According to Owoseni, DIG Osaynade died in a hospital in Benin City surrounded by his loved ones.

Osayande served as PSC chairman between 2008 and 2013, overseeing the construction of the commission’s current headquarters in Abuja.

CP Fatai Owoseni, who served as the late DIG’s Personal Assistant at different times, eulogized him, stating, “A big and mighty ‘Iroko Tree ’ has fallen. Indeed, the quality of humanity has been diminished. The Famous Nigerian Super Cop, DIG Parry Osayande (rtd) has gone into eternal rest. Farewell, Baba!!!”

Owoseni further detailed Osayande’s impact, noting that he built the Police Service Commission Office in Abuja, which late IGP Solomon Arase later occupied.

He also recalled that Osayande was the DIG Operations who put together the team that served in the Namibia UN Peace Keeping.

Describing Osayande as an “exemplary, highly courageous” Benin Prince, Owoseni said that the late DIG “was blunt and transparent to a fault, exceptionally brilliant.”

Owoseni wrote that Osanyande “was an exemplary, highly courageous (he would always say truth to the authority, not minding what would happen, and which eventually led to his retirement as DIG)…”

He doubted if the Nigeria Police Force “ever produced an operationally sound officer of his ilk.”

He concluded, “An ‘Iroko’ has indeed fell. One of the last man standing amongst his contemporaries, among who was late IGP Gambo.”

A respected figure in the Nigerian law enforcement arena, DIG Osayande was known for his hands-on leadership in major operations.

He was the Commissioner of Police in Bendel State who led the operations for the arrest of notorious armed robber, Lawrence Aninih in 1986, and was renowned for quelling religious insurrections in Bauchi and Kano states in 1990 and 1991.
