FG Plans Zero VAT For Pharmaceuticals

The Federal Government announced on Wednesday that it has finalized the Executive Order to implement zero Value-Added Tax (VAT) and excise duties on pharmaceutical products and medical devices.

In a statement, Alaba Balogun, spokesperson for the Federal Ministry of Health and Social Welfare, confirmed that the harmonized implementation framework for the Executive Order has been completed and is now ready for gazetting.

“This critical step ensures that the Federal Inland Revenue Service and the Nigeria Customs Service can proceed with the implementation of zero VAT and excise duties on pharmaceutical products and medical devices,” he said.

“This is a significant milestone, as it opens the door for our local pharmaceutical and medical device manufacturers to begin fully benefiting from the relief measures outlined by His Excellency, President Bola Ahmed Tinubu, in the Executive Order.

“With the implementation of this Executive Order, we anticipate a notable reduction in the prices of essential pharmaceutical products and medical consumables.

“This development aligns with the Ministry’s unwavering commitment to reducing both the physical and financial pain faced by millions of Nigerians who depend on these critical health supplies.”

The statement highlighted that the gazetting of the harmonized implementation framework marks the achievement of the third pillar of the Ministry’s four-point agenda, which aims to unlock the healthcare value chain.

This development comes about four months after the Coordinating Minister of Health and Social Welfare, Prof. Muhammad Pate, announced that President Bola Tinubu had signed an executive order to boost local production of healthcare products.

These include pharmaceuticals, diagnostics, medical devices such as needles and syringes, biologicals, medical textiles, and more.

Full List Of 63 Items FG Exempted From VAT

The Federal Government has announced that 63 items have been exempted from Value-Added Tax (VAT).

Taiwo Oyedele, the Chairman of the Presidential Committee on Fiscal Policy and Tax Reforms, made this announcement in a post on X on Friday, stating that the exempted items are detailed in an official gazette for the ‘Value Added Tax (Modification) Order, 2024,’ dated September 3, 2024.

This announcement follows two days after the Minister of Finance and Coordinating Minister of the Economy, Wale Edun, introduced concessions aimed at revitalizing the oil and gas industry to enhance Nigeria’s upstream and downstream sectors.

The minister unveiled two key fiscal incentives: the VAT modification order 2024 and a notice of tax incentives for deep offshore oil and gas production, as outlined in the Oil and Gas Companies (Tax Incentives, Exemption, Remission, etc.) Order 2024.

According to the official gazette, the provisions related to Automotive Gas Oil (AGO) are set to commence on October 1, 2023.
