Justice Joyce Abdulmalik of the Federal High Court in Abuja has ordered the Central Bank of Nigeria (CBN) to cease further disbursements of monthly financial allocations to the Rivers State Government.
The judge determined that the receipt and distribution of these allocations by Rivers State Governor Siminalayi Fubara since January of this year constituted a breach of the Constitution and an unacceptable practice that must be halted.
Justice Abdulmalik criticized Fubara’s presentation of the 2024 budget to a four-member Rivers House of Assembly, calling it an affront to the constitutional framework.
The ruling emphasized that the governor’s actions represented a serious violation of the 1999 Constitution.
As a result, the court has restrained the CBN, the Accountant General of the Federation, Zenith Bank, and Access Bank from permitting Fubara to access funds from the Consolidated Revenue and Federation Account.
