A coalition of concerned civil servants in Rivers State, along with the Rivers Solidarity for Good Governance, has issued a strong ultimatum to the state House of Assembly, demanding that it receive the 2025 budget from the executive branch by Wednesday, March 19, 2025.
The groups condemned what they described as “reckless inaction and obstruction of governance,” warning that failure to meet their demand would trigger mass resistance.
Speaking at a press briefing in Port Harcourt on Tuesday, Opu-Oyibo Lilly-West, who led the civil servants, criticized the Assembly for its prolonged delay in accepting the budget.
He argued that this has left thousands of workers, traders, and residents facing economic uncertainty.
“Your blatant disregard for the state’s urgent needs has put critical contracts and salaries at risk,” Lilly-West stated.
“By prioritizing political drama over governance, you have jeopardized public institutions and betrayed the trust of citizens who rely on a stable administration.”

The groups insisted that the budget must be received without further delay and formally presented to the Assembly by March 19, 2025, as requested by Governor Siminalayi Fubara in his letter.
They described their demand as “a directive backed by the rightful anger of thousands of civil servants, their families, and the wider community.”
The coalition warned that if their demand was ignored, large-scale protests would follow, emphasizing that they would not tolerate further delays or political maneuvering.
“The resistance will be unstoppable,” the groups declared.
“The collective strength of the civil service and the outcry of our people will rise in protest against this negligence. This is not a threat—it is a declaration of action.”
Calling for an end to what they termed “empty rhetoric,” the groups urged the Assembly to stop playing “political games” and fulfill its responsibilities.
