The Independent National Electoral Commission (INEC) is facing delays in conducting 17 by-elections nationwide due to financial constraints.
These elections span 17 constituencies, covering over 32 local government areas, 359 registration areas, and more than 7,000 polling units.
INEC had proposed ₦126 billion for its 2025 operations, with a portion specifically earmarked for these by-elections.
However, sources within the commission confirmed on Tuesday that funding remains the primary hurdle.

An anonymous official stated, “Regarding the by-elections, the primary challenge is funding.”
Another senior source indicated that even if funds were released immediately, the elections couldn’t be held within the month, as preparations, including party primaries, require at least four weeks.
“Organizing a by-election typically requires at least a month, largely due to the need for party primaries to select candidates,” the official noted.
INEC Chairman, Professor Mahmood Yakubu, previously informed the National Assembly that the 2024 budget lacked provisions for by-elections, making the commission dependent on the timely approval and release of the 2025 Appropriation Bill.
Yakubu also expressed concern over the increasing number of by-elections, often caused by resignations or absenteeism, which adds pressure to INEC’s resources and planning.
Vacant Seats
Currently, there are two vacant senatorial seats:
- Edo Central: Previously held by Senator Monday Okpebholo, now the Governor of Edo State.
- Anambra South: Left open after the death of Senator Ifeanyi Ubah.
Additionally, five seats in the House of Representatives are vacant:
- Ovia North/South Federal Constituency (Edo State): Vacated by Denis Idahosa, who became deputy governor.
- Four others due to the deaths of Isa Dogonyaro (Jigawa), Ekene Adams (Kaduna), Olaide Akinremi (Oyo), and Oriyomi Onanuga (Ogun).
Furthermore, 10 seats across various state Houses of Assembly remain unoccupied.
