The Independent National Electoral Commission (INEC) has declared Lagos, Kano, and Kaduna as the states with the highest number of registered voters ahead of the 2027 general elections.
Disclosing this during a stakeholders meeting and press conference in Abuja on Tuesday, INEC Chairman, Prof. Joash Amupitan, announced that the national voters’ register now contains over 103 million voters.
The update follows the conclusion of the commission’s three-phase Continuous Voter Registration (CVR) exercise and subsequent biometric verification.
According to the commission, Lagos leads the nationwide tally with 7,488,633 registered voters, followed by Kano with 6,570,276, and Kaduna with 4,662,640.
“The top 10 states by number of registered voters are Lagos State in first position with 7,488,633 registered voters; followed by Kano State with 6,570,276. Next is Kaduna State with 4,662,640 voters. Next is Katsina State with 3,876,051,” Amupitan stated.
Outlining the rest of the top tier, Amupitan listed Rivers State in fifth place with 3,736,434 registered voters, closely followed by Oyo State with 3,588,111, and Delta State with 3,525,988.
“Benue State 3,057,225. Ogun State 3,037,981. And then the 10th is Bauchi State, with 3,012,547,” the INEC chairman added.
The commission noted that the three-phase CVR exercise captured 10,772,421 new applicants before the final biometric audit. Additionally, INEC announced that the nationwide collection of newly issued Permanent Voter Cards (PVCs) is scheduled to commence on October 9, 2026.
